provided, that notwithstanding any general or special law to the contrary, the Western Massachusetts hospital shall be eligible to receive and retain full payment under the medical assistance program administered by the executive office of health and human services under <a href=\"https://malegislature.gov/Laws/GeneralLaws/PartI/TitleXVII/Chapter118e\" target=\"_blank\">chapter 118E</a> of the General Laws for all goods and services provided by the hospital under federal requirements;
